Cutout on vcp

This modification allows cutouts to be specified when coping FROM vospace.

eg.

vcp vos:OSSOS/dbimages/1616198/1616198p.fits[11][1000:2000,1000:2000] 1616198p_cutout.fits

The name of the destination is not modified.

This only works when copying FROM vospace.
