Enhancements to backend setup of Cypress CI

Proposed Changes

• Skip restarting the backend, as no longer needed.
• Use make command itself to load the dummy data
• Remove custom wait for migrations script as https://github.com/coronasafe/care/blob/master/scripts/healthcheck.sh will cause to wait for migrations to be completed by celery beat
