Add HTI model 291; adjust metadata schema; allow failed CFF validation to error

Additions

Adds data from HTI Model 291 receiver, Model 590 hydrophones, and Model 795-LF transmitters reported in Hubert et al. 2020(a) and supplied in Hubert et al. 2020(b).

Data was recorded in Nov 2017 (shortly before HTI was acquired by Innovasea). Data and article provided using CC-BY-4.0 license.

Major changes

• d6c1778 adjusts metadata associated with receiver programming by adding a "custom" category with separate schema for VR2 and HTI-style receivers.
  -9566b62 no longer has the GH Action give a green check if the CFF validation fails
• 76470f4 moves the Yamale portion of the GH Action toward using directory-specific YAML schema, as discussed. Future work will just add more steps to the GH Action for each different type of record.
