This allows ts-node to use alternative transpilers. This was supposed to be fixed by nrwl#21723, but some parts of the implementation were missed or have been changed in the meantime.

The tsconfig.json is read, but the options are not being passed to ts-node
Expected Behavior
The
"ts-node"specific options should be read from the tsconfig.json file and passed to the ts-node register function for plugins.Related Issue(s)
