Alpha Windows Release

To save time and effort in installing python, dependencies, etc., I built a windows release. HOWEVER, the camera index is manually set to 1 which may not work at all. It should, probably, work if running on a standard laptop with a webcam (which would be index 0) and the 8mp USB UVC cam plugged in (which would be index 1 which is the hard-coded choice) and I'm making the assumption that this would be a common use-case. Ideally, where will be a camera selection window but I don't currently have the time to make that work.

Make sure the collimation camera is plugged in before running.

Changes to the camera properties can be made in the main GUI or in the additional window that should pop up. Personally, I find it easier to change in the additional window.
