remove 4 AWS SecurityHub Controls based on AWS removing document #29

Starting from March 16, 2024 AWS removing 6 Security Hub controls from all security standards. The removing action happened on Apr. 10th: https://docs.aws.amazon.com/securityhub/latest/userguide/controls-change-log.html.

There are 4 out of these 6 rules exist in our repo and will be removed through this PR.

@yangx17 These rules are still located at https://docs.aws.amazon.com/config/latest/developerguide/managed-rules-by-aws-config.html.
@bensonce added an automation script to automatically add new or missing rules. When we execute the script to refresh the rules, these rules will be added back.

good finding! However, AWS decides not using them anymore, although those rules definition still exist. Let me get some advices from AWS on these related rule.
