This is a distinct commit to make it easier to fix this one if I guessed wrong about where the link should point to.
Both links were broken, and from what I can tell from searching the code base and looking at a running Auspice in the web inspector, we are no longer requesting these files at all.
I don't see this request getting made when running Auspice, and I don't see the URL anywhere in our actual code.

Adds linkcheck config, fixes broken links, updates some older content to better match current reality.
