Revert "Bump GCC to 14.2.0"

This reverts commit 333ba1bb3396ae2ff32a1d606633198feed8137d.

This is for consistency with other Nerves systems until
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=117675 is resolved.
