Make AWS SDK packages dependencies, not devDependencies

They really are all dependencies. We only omitted them because of
issues with Architect bundling, but that's Architect's problem,
not ours.

And in any case we are now excluding the AWS SDK packages from
bundling in our Remix/Architect projects.
