Timeline for new features:
Activation for the WaitingListFixEnableEpoch fix has been postponed indefinitely.
Activation for the new Arwen v1.3.16 is configured to happen on epoch 326, which should occur Monday, June 21 2021, ~14:32 UTC

What's new:
#3149 - Added the possibility to change the Arwen versions at runtime.
#3153 - Updated Arwen to version v1.3.15.
#3164 - Updated Arwen to version v1.3.16.

Bug fixes:
#3151 - Removed Arwen out-of-process (OOP) option.
#3156 - Fixed the create release workflow.
#3162 - Added Arwen change locker for smartcontract query.
