This Governance <a target=\"_blank\" href=\"https://manual.makerdao.com/governance/governance-cycle/weekly-governance-cycle#weekly-governance-cycle-definitions-mip16c1\">Poll</a> will be active for three days beginning on Monday, April 15 at 16:00 UTC.</p>\n<p><strong>This is a binary vote.</strong></p>\n<ul>\n<li><strong>You may vote for a single option.</strong></li>\n<li><strong>You should vote for the option which you prefer.</strong></li>\n<li><strong>If you would accept either option, you should vote 'Abstain'.</strong></li>\n</ul>\n<h2>Review</h2>\n<p>The community can vote in this poll to express support or opposition to activating the <a target=\"_blank\" href=\"https://mips.makerdao.com/mips/details/MIP113#10-3-1-multisig-freeze-of-sparklend\">SparkLend External Security Access</a> to the SparkLend Freezer Mom contract to the following multisig wallet:</p>\n<p><a target=\"_blank\" href=\"https://etherscan.io/address/0x44efFc473e81632B12486866AA1678edbb7BEeC3\">0x44efFc473e81632B12486866AA1678edbb7BEeC3</a></p>\n<p>The SparkLend External Security Access Multisig is a security measure designed to enable faster activation of the <a target=\"_blank\" href=\"https://mips.makerdao.com/mips/details/MIP113#10-2-8-sparklend-freezer-mom\">SparkLend Freezer Module</a> via a multisig during extreme emergencies.
