Changes:

• created a workaround for #174 . The exclusion filter for saving the vcpkg artifacts onto the GitHub cache service is now working, and the overall cache size should be much smaller (e.g., the buildtrees content is not saved into cache).

Note: to keep your workflow up to date with bug and security fixes, just use the v10 branch to stay on the most recent v10.x version of this action, e.g., uses: lukka/run-vcpkg@v10
