[doc,pwm] Add missing REGWEN register attributes #25688

Description

The register spec at https://opentitan.org/book/hw/ip/pwm/doc/registers.html doesn't show a REGWEN for PWM_PARAM, DUTY_CYCLE, and BLINK_PARAM, yet https://github.com/lowRISC/opentitan/blob/master/hw/ip/pwm/data/pwm.hjson mentions them. See https://github.com/lowRISC/opentitan/blob/master/hw/ip/pwm/data/pwm.hjson#L178 for an example.

This may be a problem in the reggen tool?
