[rv_core_ibex] Bump minor version

The following SW-visible changes have been made since v2.0.0:
- [rtl,pmp] Allow all accesses to Debug Module in debug mode
  (lowRISC/ibex@a05d4d8)

As these changes are backward-compatible (i.e., software that worked
before will still work) but adds additional behavior, the minor version
gets incremented.
