qa: prepare for release branches

- Remove branch aliases from package definition
- Remove `.travis.yml`
- Remove `CHANGELOG.md`; changelogs will be created in milestone descriptions, which are then propagated to tag and release notes
- Add release-on-milestone-closed and continuous-integration GHA workflows
- Add `composer.lock`
- Update badges in `README.md`
