Add Support For XP-PEN Artist Pro 16TP

Adds support for new XP-Pen and Huion Devices.
Huion KeyDial in particular has had several firmware updates that needed to be added.

Fixes a bit of message corruption on the XP-Pen Deco Pro devices that I didn't catch.

Lots of the changes in the code are mostly to help with maintainability rather than new functionality.
