Removed node drainer, kept node termination handler #6192

What type of PR is this?

What this PR does / why we need it: AWS Node Termination Handler is the recommended solution and it supports capacity AZ rebalance events since October 2020. Hence I removed the previous wording and kept node termination handler. That is the only change.

Handler](https://github.com/aws/aws-node-termination-handler/issues/95) will
also support this use-case in the future.
feature, or use a tool for automatic draining upon ASG scale-in such as the [AWS Node Termination
Handler](https://github.com/aws/aws-node-termination-handler/issues/95).

Worth changing this to link to the root of the repo rather than the resolved issue as you're removing the wording about "... tin the future."
