Bumps pypa/cibuildwheel from 2.14.1 to 2.15.0.

Release notes

Sourced from pypa/cibuildwheel's releases.

v2.15.0

  • 🌟 CPython 3.12 wheels are now built by default - without the CIBW_PRERELEASE_PYTHONS flag. It's time to build and upload these wheels to PyPI! This release includes CPython 3.12.0rc1, which is guaranteed to be ABI compatible with the final release. (#1565)
  • ✨ Adds musllinux_1_2 support - this allows packagers to build for musl-based Linux distributions on a more recent Alpine image, and a newer musl libc. (#1561)
Changelog

Not going to bother triggering the dist workflow until I get Python 3.12 wheels building with cibuildwheel in Docker locally.

So here's the situation:

  • cibuildwheel's policy is to enable building wheels for pre-release cpython (3.12 in this case), so packagers can have time to get ready for the official release
  • python 3.12 removes distutils, which numpy has traditionally depended on
  • numpy 1.26 fixes this and pre-release wheels are up, which we would have to opt in to use
  • pandas is building cp312 wheels but apparently isn't going to pre-release them until numpy 1.26 is out

One way to deal with this is to make the pandas tests skippable with pytest.importorskip("pandas") and temporarily remove pandas from test dependencies for python 3.12. Another is to just wait, which I'm leaning toward here.

In any case, I believe once the python 3.12 -> numpy 1.26 -> pandas ? chain of releases happens, we can just run cibuildwheel 2.15.0 and it should just work. At some point, it'll be worth looking a bit more into whether we can transition away from oldest-supported-numpy as a build dependency.

OK, I won't notify you again about this release, but will get in touch when a new version is available. If you'd rather skip all updates until the next major or minor version, let me know by commenting @dependabot ignore this major version or @dependabot ignore this minor version. You can also ignore all major, minor, or patch releases for a dependency by adding an ignore condition with the desired update_types to your config file.

If you change your mind, just re-open this PR and I'll resolve any conflicts on it.
