Future-proof this chrome extension by migrating to manifest version 3.

As of 27 Jul 2022 the extension was taken down from the Chrome Web Store by Google due to missing screenshot. I take the chance to modernize the extension to manifest v3 and submitted the new version to the Chrome Web Store with a screenshot. Although Google promised speedier reviews for extensions using manifest v3, it may takes a few weeks for them to review this extension given the tiny user base.
