Description

Added columns Latency, Approved, Rejected, Missing to the Signers Page table. It also changes associated addresses from referencing actual addressses (just 1) to displaying the number of associated addresses.

Adds new signer related data to the blocks page summary
I am comenting this code out because the endpoint isn't ready
