This PR adds as simple wrapper for netlistsvg generation.
Input: path(s) to of cell directory. Dir must contain cell definition and Yosys netlist.
'ALLLIBS' serves as an alias for skywater/library/*/latest cell search.
Output: generates SVG file
Fixes #246
