What this PR does / why we need it
Towards giantswarm/roadmap#3784
This PR adds a new tenants field into the CRD to be able to eventually support multiple tenants in an organization datasource using the operator.
This predates #189 and is needed for https://github.com/giantswarm/shared-configs/pull/188
This also fixes an ongoing issue around organization deletion
