User roles

Roots can do everything and are basically our super users. We should aim for this just to be PlaceCal staff.

Neighbourhood admins are our real world 'secretaries'. They manage one or more wards.

Site admins control the configuration of the actual sites like hulme.placecal.org.

Partner admins are the staff at community groups responsible for updating their information.

Tag admins are people who we are allowing to use certain tags to label partners such as 'internet access', 'exercise', etc. This isn't fleshed out yet.

Citizens is anyone with an account.
