What change is being made?

Fix a caching bug in langchain/llms/base.py by adding a check for missing prompts before invoking callback methods and updating the cache.

The previous implementation did not handle cases where there were no missing prompts, leading to potential errors and unnecessary callback invocations. This change ensures that callbacks and cache updates are only performed when there are missing prompts, improving the robustness and efficiency of the code.
