  1. gateways: switch to patched bird2. change metrics: 

    - Use bird2-babelpatch (See a53f121)
- Switch Mesh Interfaces to inbound metrics
- Use inbound and outbound metric for wireguard tunnels
- Leave GRE unchanged

  4. gw/wireguard: increase Tunnel cost to 1024*3 to prefer bbb 

    This is subject to change, and probably needs some overhaul
in regards of a general concept. But for now this change
will increase the reliability of our BBB Core network
