reserve_minimal_cus_for_builtin_instructionsis activated on both networks, and must be activated beforeapply_cost_tracker_during_replayis activated on testnet.This PR implements SIMD-170, reserving a lower amount of CUs for builtin instructions in block packing. We hardcode this feature to be active, to avoid having to make an FFI call to adjust this behaviour based on the feature gate.
