This PR is still in progress. I am trying to echo the vote transactions back through gossip. I sketched some code, but it is still not working yet. |

This PR borrows code from Aryaman's PR#1692 for generating transactions. After PR#1692 is merged to
main, I will mergemaininto this PR for code inflamenco/txn.
