Small improvements and bugfixes

Improve Python script CLI interface (provide --help, --verbose, --input and --output) in cmonitor_chart.
Add --num-samples=until-cgroup-alive to cmonitor_collector.
Bugfixes (notably: fix cpuacct collection)
