as discussed in the devcon meeting of core devs, it was discussed to attempt a pass a simple effective solution to handle the fee market as we scale to blob counts :
a complete proposal with 4/6, min fee update and excess gas normalization
if we can't get to consensus on it during the next ACDC then we skip it and consider EIP 7742 ready to go as-is
