edit quiz page not showing well

I found that the following page is not showing well:

on normal theme, the "Question Bank Content" should be shown on the left hand side, which is more user friendly.

Now showing on the top position is not good. see the following screen for a better presentation by clean theme:

can the theme improve the above issue?

I just installed the theme in moodle 2.7, the above problem also exit. But it looks well if using the default Moodle theme (Clean or More).

The "Question Bank Content" is not user friendly to show above.
