This file doesnt exist, thats why the python action fails

@mpiannucci how do i make it exist? I tried with 0.1.0 too 🤷 . I want to use this alpha.1 structure because cargo has some builtin understanding of it

Meaning the readme file doesn't exist in the icechunk/icechunk directory
