The elysium application uses the laravel framework, so make shure your server fulfills its requirements (look at laravels documentation). Check that following php extensions are enabled (which are usually disabled on a windows xampp installation):
- php_openssl
- php_fileinfo
There is a German installation instruction available for windows servers.
