Oracle oci8 and pdo_oci modules

This PR will add oci8 and pdo_oci modules to PHP. They both require the Oracle instantclient to be installed which is now available without having to accept a license: https://yum.oracle.com/repo/OracleLinux/OL7/oracle/instantclient/x86_64/

This will also finally resolve the following issue: cytopia/devilbox#394

Todo:

  • Check which PHP versions actually support oci8 and/or pdo_oci
  • Update README with new PHP modules per version
