Updates the testing infrastructure to use Deno 2. There were a few breaking changes around subprocess handling that needed to be updated. All the testing dependencies have also been updated to come from JSR instead of denoland/x. This change-set also updates the formatting of several files as the rules have changed with Deno 2.
