rewrite all the DateTimeConverterTests; fix bug

I Rewrote them because they were kind of a
disorganized mess

Also I fixed a bug where nanoseconds with full
timezones (e.g. "+01:30") weren't being parsed

(only "+01" was working; it would throw if
there was a colon)
