Update TOC Due Diligence guide with recent changes #1503

The TOC Due Diligence guide requires updates to reflect recent changes, including:

  • Conducting a lightweight review/triage of projects in the queue for cursory readiness
  • Requiring the Adopter Form to be completed prior to a TOC member picking up the DD with 5-7 adopter names and contact information
  • Requirements that the criteria are initially met before moving forward with a complete DD
  • Capturing the process for when a project isn't ready for a Due Diligence
  • Timeline of status updates and process

Is there anything else we're missing?

this also requires updates to the process for projects:

  • inform projects of where/ how to apply
  • call out the adopter form
  • call out the completion of criteria as part of the issue with apporpriate links and references
  • informing of when a project isnt ready (more clear on what to expect)

Review and acknowledgement of expectations for Sandbox projects and requirements for moving forward through the CNCF Maturity levels.

This item in the application issues needs corrected to point to expectations of projects in the CNCF (which needs written), and a link to the requirements by maturity level.

Why:
 * the TOC has fielded feedback from maintainers and TOC members, implemented changes to address issues, and needs to update our docs to reflect this.

This change address the need by:
 * re-writing the triage to align with current process
 * calling out the adopter form for adopter interview collection
 * detail process for projects not yet ready to move
 * linking the adopter interview form in the process/README
 * updating process/README to inform on triaging and not-ready applications
