Moving levels application template updates

This issue is to capture the necessary changes to the moving levels application issue templates:

Below is that list of items:

• Document expectations of projects in the CNCF, calling out items unique
• Link those expectations to the application templates (reference below)

Review and acknowledgement of expectations for Sandbox projects and requirements for moving forward through the CNCF Maturity levels.

This item in the application issues needs corrected to point to expectations of projects in the CNCF (which needs written), and a link to the requirements by maturity level.

• explore issue forms (like sandbox application) to render fields as required
• Highlight in the application section on Security the benefit of joint assessments, especially how these can assist in providing content for the security section for the TOC (aka the TOC is willing to use a complete joint assessment as it covers the criteria in the section for conducting the DD)
• Highlight in the application section on governance the benefit of a governance review, especially how these can assist in providing content for the governance section for the TOC (aka the TOC is willing to use a complete Governance review as it covers the criteria in the section for conducting the DD)
• Link to the adopter interview form in both templates so when projects are completing the application the link is convenient to find and to provide the adopter info.
