Additions to the python interface

This PR:

• adds a setter for the CLUE parameters in the clusterer class (issue Add a setter for clusterer parameters #31).
• adds getters for the attributes of the clust_data and clust_prop members of the clusterer (issue Add getters for clust_data and clust_prop attributes #32).
