Skipping local tests

When relvals are created from a ticket, they pass through approval stage where GTs names are resolved and local test on the cmsDriver configuration is performed.

Local tests takes anything between 5-10 minutes. It returns optimal parameters such as TimePerEvent and SizePerEvent which are utilized in a job dictionary used in the Request manager (for central submission). You can skip these local tests in case you do not want it by editing the Relval and adding Skip local test string in the Notes field(It should be first line of the Notes). You can also edit its associated Ticket to add Skip local test string in Notes field to skip all Relvals from running the local test.
