Remove resourcepolicycontroller

In platform-controller, we originally aspired to define a separate controller for resource policy management. However, it is not being used currently. See below:

We can delete resourcepolicycontroller.go and also delete the commented out lines above.

All you need to be is delete the file and remove the commented code from main.go.
