remove all non- developer tooling contents (#12)

* remove all none developer tooling contents

* remove unused vars,  shorten name

* run tests on prs to main and the temp new-main branch

* use org runner, call the config for running continuous integrations CI not celo-monorepo

* run on org runner every time

* meta data crawler is remaining in monrepo to be owned and moved to its own repo by dev-ops

* updata gitignore, add crawler, remove very old parts

* we dont use submodules

* update yarn

* fix separation anxiety

* fix pack tests

* remove submodules (so sneaky)
