Small formatting changes and cleanups. #16

Three things:

Changed pre-commit to use 80 character line limit and make isort be black-compatible. Ran precommits with this new setting on all files.
Small refactoring of timestamp alignment code in nwb_converter.py. Includes raising an error if spikes exceed recording (which hasn't happened on any of the sessions I've converted).
Remove timezone information updating from metadata (it was raising a warning and I don't think it's necessary).
