It is easy to miss something (topics, secrets, etc) when creating new repositories for charmed kubeflow. We have this settings guide and this secret sync automation, but it is not obvious what steps someone should go through.

What needs to get done

create either a guide, automation, or both, that is the canonical source for how we set up new repositories
