Context

This tracks issues that will help us apply and maintain agreed standardisation on our repos. This may include things like repo settings, repo structure etc. This is related to but different from:

• charms standardisation since this is about deciding the standards our charms and repos follow
• repo CI since this about tackling issues or adding features in our repositories CI
  while this issue is about having a way to apply those in all of our repos.

What needs to get done

• Add tooling to ensure, for anything that should be consistent across our repositories, we do not have divergence #127
• Automate managing settings across all charmed kubeflow repositories bundle-kubeflow#811
• Create a guide or automation for making new repositories #123 (the automation part)
