Individual item protections take precedence over whole site protections #41

The change causes the site wide protection to apply if the asset itself isn't already protected.

This way, if there is a specific access restriction on the item then it will override the site protection.

This reverts commit 2db6d15. Turns out it didn't work.
where an item that is denied by the site rule but allowed by the individual protection should be allowed.
so that it is an individually protected item
if there is no group in the __restricted url pattern
That way the individual rule takes precedence over the site rule.
