First Release @ v0.1.3 (Bot & Library Included)

The first release with tested binaries included.

The dll file in ElangBin directory should be put under CoolQ (Air / Pro) 's app folder. A folder with the same name as the dll (exclue "dll") should be created in the same folder. Config file (ini) should be put into the dll-named folder. The JSON file should be put in the same directory as the dll file.
