Initial updates for deploying UI into an s3 bucket. Will need further changes to support with github actions
THIS IS NOT FOR MERGING YET: Use this is a starting point for the WFPREV-30 tasks. We'll need to update the github action process further to ensure we can run Liquibase/API builds, Terraform, then Client UI Build and promotion via the bucket
