Since we discovered that upstream Velero changes had broken our Velero install we should at least install the Velero components in CI even if we're not yet testing the backup and restore process.

Won't pass HA CI test until fix in azimuth-cloud/ansible-collection-azimuth-ops#392 is picked up.
