playground precommit move to selfhosted and update

In #32740 I saw that the playground precommit is failing with the canceled message. This is probably due to OOM but the runner is github hosted so Im unable to confirm. I tested it on a self hosted runnner and it works
This PR will:

• Move the job to self hosted runner
• Update the workflow file
• Allow to invoke the job using comments
