Allow dropLataData in GBK for SamzaRunner

This patch adds the DoFnRunners.lateDataDroppingRunner() in SamzaRunner GroupByKey translation so we allow users to drop late data in windowing when needed. Also add a boolean flag in SamzaPipelineOptions to turn it on/off.
